Seems this is working 'as designed' and it's my learning about wheel-on trainers.
As long as the wheel is turning the unit will report power, sounds great for zwift racing. Can take a break and still output power.

Did you get this fixed? I had weird power readings until I affixed the bike to the trainer properly, ie. enough pressure on the roller-tyre contact. Note that I think the Tuo is great. I come from a Direto and Tacx Neo. The Tuo power accuracy and road feel has really surprised me. The only odd think is this freewheeing power reading. The unit reports zero cadence, so it know's you're not pedaling, but keeps reporting power until the wheel actual...

Can you explain. I too have the cadence sensor and pedalling analysis. I cannot see where you find left/right power or left/right % power. Most pedalling or left/right power apps have a percentage or a separate power for each leg. But in the Elite app I just see the Peanut and the wavy chart..... ca...

I managed to get the nut and small pulley removed. Loosened the fan to make enough space for the spanner, held the flywheel tight and gave the sapanner a few hits..... to get the small pulley off I carefully leveraged it with a screwdriver to get it moving. I got this done, so if anyone needs to do this in the future just ask. Probably easy for a practical person, I was just very careful on where and when to apply too much force.
