Novo Force 5steps

Hi Elite users.
I have a new Novo force mag 5 steps.
I have taken a training test, and now i have a 4w program. When im cycling it's very easy for me to hit the requered watt even in low speed and cadense. if i put more resistance on, and change it in the app i blow the watt i should ride.
Yesterday i had a 40min session, and my heart rate was 42%on easiest, and 58% on easy, nothing else.
What am i doing wrong? or should it be that easy?
