Level Mode not working

My Direto seems to have an issue adjusting the resistance.
Connection to my windows laptop with ANT + is good.
Firmware up to date.
No other apps open.
Calibration was adjusted to exact value yesterday and confirmed today.
I am seeing the same wattage when riding at a constant (85 rpm) whether in level 3, 8 or 16.
Please advise possible problem and/ or solution.
