Elite qubo digital trainer resistance too high

Hello...
Wonder if someone cam help me. I've been using my elite turbo for a few weeks on zwift with relatively no problem. Occasionally the resistance becomes too much even on a low wattage. Today I put a new wheel and turbo tyre on it and I could barely cycle...at low wattage I was in the easiest gear and struggling. Sometimes the rear wheel was freewheeling ...other times it wouldn't. It not catching. Any ideas please?? It's impossible to cycle
